Are these straps good for doing "shrugs" and "single arm rows"? I ask because my wrist and forearms are the thing that let me down when lifting heavy weights during them exercises. Please get back to me.

How exactly do you put these straps on?

You pull them over your hands then wrap them round the bar. Then use your hand to stop them sliding off.
